Rock hard hard standings!

Recently we had occasion to use the CC site at New Forest Centenary site and chose a fully serviced pitch and happily paid the difference.  It was a decision we came to regret.

We decided to erect the awning as we were there for 4 nights.  Our screw pegs would not even go into the ground.  The pegs with T cross bar stood no chance as they crumple on the first blow of the hammer.  we use a lump hammer.

We then went to using big solid Kampa rock pegs with the green plastic piece at the top.  Unfortunately we bent two of these pegs trying to get them into the ground. The wardens seem to have ample supply of this type of peg so must be aware of the problem. 
We also had a lot of difficulty getting the large storm pegs into the ground.

We are now convinced that the concrete runway has not been removed and the CC simply chucked a bit of soil on top and left the concrete underneath.  We were not the only ones who thought the ground to be extremely hard and it was also the reason why many
caravans never had an awning.

It was a real pleasure to leave that site and go onto the Southland site where most of the pitches were on grass and one could set up the awning without too much difficulty. 

Why do the CC have to make some hard standing so hard that even large pegs have difficulty entering the ground?
