Pitch Markers - new colour system

Just noticed the new colour system for pitch markers in the May 2013 magazine.  Is the blue "non-awning" peg a new addition to the range?  If so, is it safe to assume that ALL other pitch markers indicate that awnings ARE allowed?  (Not the tent marker,
obviously!)
