New car tyres / run flat kits

I recently ordered a new tow car and found that it was only supplied with a tyre repair kit no spare wheel. The car manufacturer was unable to say whether it was safe to tow after using this kit, the club will not express an opinion about these kits as they
have not tested them or have no official advice to offer. Whilst a spare wheel can be bought and carried I am advised by the car manufacturer that this changes the spec of the vehicle and may not meet insurance requirements. Maybe since more vehicles are being
produced this way with run flat or kit type no spare wheel as a norm our club should check out these. Wheels / kits asap with a view to defining whether or not it is safe to tow after use?.
