Rapido Caravan. Outer skin bubbling.

I have a fairly old (1994) Rapido. I noticed that the outer skin has bubbled in one corner revealing some small holes with a crumbly/powderry inner skin being exposed.

I want to make sure that this doesn't let damp into an otherwise completely dry caravan

Any suggestions?
