Euro charger as fitted to Europa

After an arguament with a tractor We got a '92 Europa as a replacement. In good nick and everything looking good we were quite happy. the only arising problem is with the fitted Euro Charger, we fixed one problem by checking and changing the fuse but still
not happy. The provided leaflet states that even without a battery  the charger will happily supply the power for lights , pump etc. I have checked everything I can but it still does not perfom as claimed without battery,I therefore
do not know whether it will charge the battery either. Can anyone help?
