Seatbelts on Motorhomes

We bought our fist Motorhome last August. the vendor assured us that it would be legal to allow our son to travel in the rear side facing seats. (No seatbelt) After extensive enquiries North and South of the border it is apparently lega but you can be charged for carrying an insecure load. The bottom line is the law is so grey that it is unreadable. Even the Min Of Transport dept assured us that it was legal to travel in the back without a belt if one was not fitted, but not recommended. We have had our motorhome altered to provide a 100% legal seat with belt.. We can't claim not fit for purpose as the law says it is legal ?????Why O why dont the politicians get together and fix this anomaly once and for all. How many families are travelling around in danger of falling foul of the law due to the best guesses of salesmen. Insurance says it  is ok if it is "Legal" Isn't it time the club got involved in sorting this out for the sake of the memebers.
