Toilet matters

Ok another dumb question . 

I have always assumed before travelling that you need to empty the toilet ? 

However while looking for an overnight stop in Dover before getting the ferry I notice lots of CL's don't have toilets  so ....... Um well what happens do you empty or travel with it ?
