Twice recently, due to health issues, I have had cause to contact the duty warden outside of normal office opening hours. 

On both of these occasions it has been obvious that the person answering my call had been drinking, one of them more noticeably than the other.

Should we not expect the warden on duty to remain sober in case of some kind of emergency.
