Site arrival/departure times...

Why do so many sites have different arrival/departure times? When to quote the "Caravan Club" we are one "Club"... I have visited 3 sites so far this year
York Rowntree Park, Arrive 12 o'clock Depart 11:15am
The Firs Belper, Arrive/Depart 12 o'clock
Houghton Mill, Arrive 1pm Depart 12 o'clock
Surely it would be less confusing to have
"All Sites" Arrive 1pm Depart 12 o'clock.. & the wardens would get their lunch in peace
