Arriving before 12 o'clock

I can't quite understand why members arrive at a site before the 12 o'clock arrival time, I was on a site this week and today as I was at the Motorhome service point there were new arrivals turning up at 11.15, this then meant that the poor wardens who are
trying to clean the bathrooms had to stop to check people in because the arrival bay had 3 units in it already, must be a nightmare for the wardens, I don't know why people can't be a little more helpful and stick to the rules
