Leaving an empty car in a queue

Having been caravanning for some years I have got to point out this annoying habit, of both members leaving the car whilst queuing up to get into a site, therefore unable to move the car up. Surely it makes sense to keep the driver with the car which then
can move up the queue. This I'm sure would stop a lot of the traffic jams seen at busy times at the entrance to club sites.
