Motorhome service points

Yet again on another CC site I found these points to be placed in such a position that when in use the drop kerb to the facilities is blocked.

As a visualy impaired person I want the club to respond to the question, how under current H&S legislation this can have happened?

I am in the process of writing to the RNIB to ask there opinion and that of radio fours programme In Touch.
