V.A.T. and Rallies

We have rallied for a number of years and always found the costs reasonable and good value.

Don't really understand VAT on the rally charges though. It's sometimes on the whole cost, sometimes on part of the cost and sometimes not mentioned at all.  Can somebody explain for me in simple terms that is or refer me to an explanation !
