Tight towball !!!

I inserted a towball into a AlKo 4000 & pressed down the black lever, I was able to move it with a little effort. When I pushed down the red AlKo lever, I couldn't move the towbal at all, it was tightly 'clamped' onto the ball. emailed AlKo they say it should
be tight.  Is this normal?
