VOSA the Lorry Drivers Enemy

What is your thoughts about the unfair maner in which VOSA are policing Lorry Drivers i.e. Bending and twisting the rules and different checkpoints across the country implementing the rules differently, in other words, they are not singing from the same hymn sheet. Drivers can now be fined for what might happen not what has actually happened. Jokingly, why not even things up by setting up a speed trap, stopping  car drivers, then book them when they have not speeded and when the car driver challenges, say that we are booking you for speeding as you may drive down this road tomorrow and speed! There would be hell-on if they did this!
