Smoking in cars with people under 18

Understand that as from 01.10.2015 this law comes into effect where it is Illegal to smoke in a car when there is a person under the age of 18 also in the car. However went into newsagents today and most of the papers front page headlines were that the Police
had no Intention of enforcing this new law. Just thought what everybodies views on this and is it a waste of time.
