Mobility scooters -is it me?

Once again this afternoon I was nearly felled by a geriatric racer hurtling along the pavement on a mobility scooter.  If that was a youth on a bicycle there would be public outrage.  Surely, on a pavement, these contraptions should trundle along at walking
pace?
