Proposed roadworthiness test for touring caravans

With reference to the article in the Club magazine for January 2013, I disagree with the Club policy to lobby against EC proposed roadworthiness testing and registration of touring caravans.
The Club claims to support measures to improve road safety and yet, it opposes legislation that will do exactly that on the grounds that it will increase the cost of caravanning! Would the Club have lobbied against the MOT test for cars on the grounds of an increase in the cost of motoring?
Yes! It will increase the cost of caravanning but safety should be the prime consideration, not the cost.
I appreciate that the vast majority of caravans using Club sites appear to be roadworthy and in very good condition but we as a Club are not the only users of touring caravans. There are many out there that do not meet our general standards.
