What are they thinking

We have just returned from a lovely stay at a club site where access is along a single track road. The handbook warns members about this. So at 1015 on Saturday a couple turn up and pitch up on the grass by the entrance. Wardens were out working so couldn't
turn them away. What happens if these people meet members leavng? (I bet they can't reverse!) Why do members disregard the 1200 arrival rule?  This is a clear case where not complying affects all those leaving.  The rule should be arrive before 1200 get turned
away.
