Seasonal Pitches 21 Nights Rule.

Can anyone enlighten me as to why a seasonal pitch has to be vacated for 48 hours following a period of 21 nights. The 'once a season' tow-off rule has been suspended for a trial period so I assume this is not part of the local authority licensing rules.
So, is the 21 night limit a Caravan Club rule or a Local Authority rule? If it's the former, isn't it also due for review?

It can be very frustrating to curtail ones stay and travel hundreds of miles home, incurring dreaded fuel costs and have the upheaval of packing everything away, including the awning, only to return a few days later. Bonkers!
