Just lost a potential member and a nights' stay

It is such a pity that as a Caravan Club member I can't enrol a new member who having just bought a caravan from our local dealer wanted to stay on our CL.  He had the money with him to join, but I had to explain that we could not permit him to stay until
he had formally joined the Club and had a card. Would the Club consider changing this view as both I could benefit and so could the Club.
