Number plate

We have changed our car so need to change the number plate on the van.  Wehave the new number plate for the van. The question is how do we fit it? The old number plate is stuck on. Do we remove the old number plate or stick the new one on top of tbe old
one? What is the best tning to stick the plate on with? Thanks
