Dog tether?

We are staying at a club site for our summer holiday.We have two Springer Spaniels who are exercised  frequently off site. However there are times when we want to be in the caravan and have the dogs suitably tethered. Up till now it was a case of tying their
leads to one of the caravn wheels, but I would like to give them a bit of flexibility whilst keeping within CC rules.

I don't want the rule book quoted at me nor sentiments from the anti dog brigade, just wondering if anyone has any common sense solutions on tethering two active dogs.
