Pay per mile?

I have seen an article this morning that the idea of doing away with road tax and fuel duty and charging per mile. I understand there will be a black box installed in cars etc and we will be billed acording to time of day,type of road and mileage. I
wonder if it will be secure, i am sure somebody will soon invent a way to clone somebody's box or have an off switch fitted.
