…can’t dog owners train their mutt to be quiet in the small wee hours before say 08.00 every day?

I was recently on a site where some hound woke up probably nearly half the site, with his barking, between 06.00 and 08.00 hrs. on a daily basis for a week.  This really was a pain when trying
to get the last few ZZZs in before breakfast.  Cannot the owner set his alarm clock and take the offender for a walk, to relieve himself, and thereby cut out the anti-social noises so early in the morning?
