Duck lanes

I had to check that the date was not 1st April when I read in a newspaper of 'duck lanes' and would walkers, cyclists and boaters 'share the space and drop your pace'  Apparently a white logo of a waddling duck is used. Incidentally once such lane exists
on a towpath between Elland & Brookfoot.   Have this country gone stark staring bonkers?
