Alarmed

I am somewhat alarmed by recent reports on schools that seem to suggest that the body measuring 'quality' has totally different views on a school from one year to the next.  this has happened several times in the south east. Have any other areas up and down
the country seen similar about turns?   Something seems seriously amiss to me.
