Middle lane hogs

I'm sure any move to control middle lane hogs will be welcome to those of us not allowed to use the third lane.  I wonder whether it will apply to the truckers with the 0.01mph differential speed.  Last Monday we followed a truck in the middle lane of the M6 trying to overtake a box van, waiting to pass him, for 15 miles before he finally gave up and pulled in.
