Dogs transported in motor home tow cars

In June we saw a motor home leaving a Caravan Club site towing a small car.  In the boot area of the car were two springer spaniels, not restrained, and no windows open in the car. Prior to the day they left the site it had been very hot and sunny, and we
were very concerned about the welfare and safety of these dogs.  Does anyone know if this is legal.
