Noisy water carriers

I s it just me what is grumpy.But why do people have to empty waste water sunday mornings at seven. Then wheel it back empty.Cant people carry it back when empty instead the racket they make. Try to be considerate. Some of us have to work all week and like
a sleep in on sunday.
