Highlight Stickies

At the top of many of the discussion sections are stickies, put there as a quick reference for popular subjects.
Do these stickies need to appear on every page of that section, or would page one only be sufficient?
Is there a way of highlighting them better, so we can page down more quikly to the meat of the section?
