white pegs

Hello. Sorry if this has been covered before but I don't really understand why the white peg rule cannot be consistant at all CC sites? That is, why is the peg to be in the middle of the unit at some sites and on the left at others? Wouldn't it be better
if the rule was unified throughout the club? 

Just a thought.
