Powerful headlights

i was wondering does anybody find that some of the dip headlights now on cars are like the main beam being on, i find them quite blinding on country roads you can't seem to see whats a head of you especially if they have there front fog lights on aswell
or, are they up rating these bulbs on there cars, to what our continental cousin's have i thought it was against the law to fit bulbs which are used abroad
