reserving pitches

I have just returned from a CC site, which I will not name.  The people in the caravan next to us had car problems and had to stay another night.  They were told they could, but had to move to another pitch as their pitch had been reserved by someone else. 
I didn't think this was possible at CC sites.  Anyone else heard of this?
