Dog fouling at Berwick sea view

New to the caravan club, so I was very surprised to find at this picturesque sight overlooking Berwick and the tweed estuary, the unpleasant sight of so many senior citizens allowing their pets to foul on the adjacent children's football pitch and then to
add insult to injury not remove the dog feaces.

Is this an example of the standards to expect at caravan club sites, what are the wardens responsibilities ? ( 14/06/2014 to 15/06/2014
