Caravan Brakes

Recently purchased a Bailey Unicorn 2 Seville. I reversed the caravan onto its pitch, engaged the motor mover, unhitched and removed the car. Using the mover I was able to reverse the caravan normally but could not drive it forward, the movers struggled
and the caravan wheels squeled. I am convinced the brakes were on but the hand brake was off. My question is what would cause this to happen? is it the ATC?

    The ATC should only work when connected to car as it gets its power via the 7/13 pin supply to car,

    If you reversed the caravan then unhitched it could be the hitch is seizing and not coming back out to the brakes off position.
