dogs left alone on site

We have come away for the weekend on one of our favourite CL's Lovley weather only 28 miles from home, what could be better.  it has however been spoilt for me and my husband as a couple and their children left this morning at 8.15 left their dog outside all day, to go out for the day, it is now 10 hrs later and still no sign of them.

I am worried sick, he has water but the weather has been quite hot today and he has been crying for hours.  He is now lying in a hedge at the side of the caravan.

Is it us or do you think this is no way to treat your animal.
