site rules, do we need them?

Just been reading some site reviews submitted by members, and one caught my eye stating that there were too many rules and unnecessary signs to enforce them, on CC sites. Went on to comment that as CC members we know what the rules are anyway. This members
is having a laugh, after 25 years of membership there is not one rule that I have NOT seen broken (time after time after time).
