Two Levels of Club Membership “Idea” ?

I’m sure there are a lot of folks "like us" whom cannot commit to booking Club Sites way in advance and don’t get to use Club Sites as they are always fully booked up, but are able to get booked on CL sites at short notice and only get to use of then.

Due to the above problem lots of us are not able to take full advantage of the full clubs membership.
How about 2 levels of membership?

For example: Level 1: full uses of all campsites.

Level 2: just use of CL sites

 With the subscription fees adjusted accordingly?
