Warden Using Tow Ropes

Whilst on a site last week my neighbour in a motorhome requested the warden tow him off the pitch in order to prevent him damaging the grass which was very wet.  He was refused because they are no longer allowed to use a tow rope for 'Health and Safety'
reasons!!!

Is the helpful attitude of wardens and the services they are giving the members being slowly erroded due to Health and Safety?

If Health and Safety is the real reason do we want the CC to find a workable option or keep quoting 'Health and Safety' as a excuse?
