Why are we ruled by fashion?

The DCOS will not allow me to wear short light socks with sandles, but I don't understand why.
It seems to be a Northern Europe rule only. Certainly in Australia & NZ where I have spent some time, it is expected that you will wear socks to avoid sun burn etc.
I'm over 70 and because of diabetes my feet are very sensative, - socks help in that respect but the fashion Gestapo will not allow it!
Why does fashion seem to be such a powerful enemy?
