Awning skirt

I'm enjoying out first caravan, just bought a 2nd hand awning. I can't quite work out whether the short skirt at the bottom on the awning pegs inside the awning or outside. When I trail it inside its in the way of a down pole, when I trail it outside, it's
in the way of the bungees being pegged out. Does anyone know which way it goes?
