CL Rules in line with Club Rules or not ???

We have been using CLs exclusively for the last 2 years and are becoming more and more disappointed with the attitude of some members and CL owners. Some members seem to think that because they have a Yorkie or a Westie and as they are such 'friendly little
dogs'  then they are exempt the normal Club rules, or do they not exist on CLs, and can wander all over the site while they watch the telly.  It can be just as bad with some site owners who allow their dog(s) to 'come and meet everyone' then
only smile, if they happen to be on one of their few visits, when they urinate on your awning or Aquaroll (the dog and not the owner 
).
