Wheel locks

Hello everyone,a qustion for you all,I am needing a wheel lock I have a sterling eccles topz built 2012. The al-co wheel lock is number 25,I have seen a lock on ebay on its own with( no kit) for considarably less than the £225 kit,do I need the full kit?
secondly is there a cheeper but as small alternative?, many thanks                              Tom
