Insurance for cars towed on an A Frame

I have been trying to arrage full insurance for a Smart to be towed on an A Frame behind my Motorhome. So far all the insurers I have spoken to ,including Caravan Club,will only insure the car third party when in tow. I have contacted one specialist insurer
who has quoted full cover but are quite expensive .
