Licence for bigger outfit

Hi  I'm hopeing someone can help we are looking to buy a hobby 4 berth this is much heavier then our current tiny elldis whirlwind so we would like a better bigger car to tow it the problem is my husbands licence is limited to an outfit of 3.5 tons as the
van weighs 1.8 we might struggle to get a car to pull it and keep under that weight is there another test he can do to increase the weight he is aloud or should we buy two or three dray horses.
