Exterior lights left on all night

Most sites are well lit at night but lately there's been a trend to leave awning lights on all night. If, like me, you don't close your blinds until it's time to turn in, this is very annoying. Now, horror of horrors, it's got worse. A van across from me
has got all four grab handles lit up with bright blue LEDs as well. These were on from late afternoon until half an hour ago. Why? He couldn't see them but looking out from here it was like looking at a pizza parlour!
