EHU.s and C Club Policy?

Can anyone enlighten me? We have rejoined the CC to use the CL network, and we are independant in that we only need toilet disposal and water...exactly what the CL's need to/used to provide. We were shocked last weekend to be made to pay the full 'pitch+EHU'
quoted price, without using electricity. Is this common practice? How do the CC ask CL owners to present their fees in the habndbook? Why should I pay the same as the people next door who have extras like the frige telly etc etc????
