Planning permission for a CL?

Hi,I have just started my 21 day notice period to get a cl on our farm,cc adviser couldn't really give an answer on weather I should be notifying the local council,don't want to spend a load of money and have trouble further down the line,have other members gone through council planning or just got on with It?
