Departing and Arrivals

Why is it some club sites allow fellow members etc to leave after the allotted time as this can make it difficult for many of us to arrive especially if the access is tight, also it leaves fewer pitches to choose from. There is nothing more annoying than
getting set up to find someone just leaving a pitch you would have preferred what are other members views on this or am I just being selfish. I also think people should not arrive early. I do realise there will be certain circumstanses where it cannot be helped.
We once arrived at twenty  past twelve at one club site only to find half a dozen tuggers leaving, we had to reverse as it was a narrow lane up to the entrance. Surely this is not fair.
